Plan International Cameroon is currently advertising for the following position of Project Accountant for the PKL project- Bertoua.

Please note that this is a local contract.

Business planning process

  • Participates in the budgeting process and ensure that annual plans in Plan Software are consistent with the approved budgets.
  • Participates in the development and modification of Project budget.
  • Reviews Project outline and modifications before Grant Support Manager and Country Finance Manager's validation in order to ensure accuracy of expenses codes and budget availability as per the Project Implementation plan approved with donor/National Organization.
  • Monitors project budget entries in Finance software and keeps records of budget modifications on file.
  • Attends to Coordination meetings/seminars on Project grants and relevant information and active participation is given/made.
  • Monitor actual Project expenditures against approved line items on a monthly basis; alert management on any irregularities.
  • Assist in dissemination of Project grant related information to team members and partners every month.

Accounting and treasury :

  • Ensure transactions for the Project are reviewed before the approval of the Program Unit Manager (PUM).
  • Reviews requisitions and ensure they are in line with the budget.
  • Provides assistance during audits for accurate, timely and organized audit activities.

Financial reporting and analysis:

  • Tracks monthly project expenditure regularly and issues/problems identified are reported to Finance Coordinator and PUM and project Coordinator appropriately and on time.
  • Analysis and reconciles project expenditures Vs budget accurately and on time.
  • Prepare and submit donor financial reports on time as per the agreement with donors/s, in collaboration with the Grant Accountant, Finance Coordinator, Project Coordinator and CFM.
  • Ensure that the Project Coordination Team is kept informed about the status of the grant lines by preparing a monthly report on the status of the grant.
  • Investigate project variances and submit variance reports to Project Coordinator.
  • Prepares a report on outstanding advances of partners and staff of the project and share with the Finance Coordinator.
  • Follow up on Audit recommendations to ensure that they are fully implemented.
  • Close out project accounts upon project completion.

Manages Project information systems:

  • Works in collaboration with Grants Accountant to map Donor lines with Project Account lines in SAP.
  • Reply to inquiries on Project grant-finance related issues promptly and correctly.
  • Stores files and other information related to the project Grant in an organized manner and easily retrieved.

Dealing with Problems:

  • Ability to draft clear and precise report in responding to grants queries
  • A good understanding of donor requirements, Plan financial systems and grants management system for efficiency and compliance
  • Ability to work independently with minimal supervision
  • Must have very good interpersonal relationship with colleagues and supervisors.

Communications and Working Relationships:

  • Working contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contact (Please divide this into Internal and External)

Internal:

  • Program Staff – Medium
  • Project team members - High
  • Country Finance Manager ( CFM) – High
  • Grants Accountant – High
  • Grants Support Manager – Low
  • Finance Coordinator - High
  • Country Accountant – High
  • PUMs- Low

External:

  • Partners (Medium)

High:

  • High contact with the CFM, Project team members, Country Accountant and Grant Accountant, for overall grants financial management and support, and any other as the CFM and Project coordinator deem appropriate.

Medium:

  • Program staff for specific project management issue
  • Partners for liquidation management issues

Qualification and Experience:

  • University degree in Accounting/Finance/Management
  • At least 3 years' experience in a similar role.
  • Fair knowledge of project management
  • Good experience and knowledge of accounting and grant funds management regulations and procedures;
  • Good experience and knowledge on internal financial controls and procedures.
  • Good experience in project reporting requirements and knowledge of Plan's financial system and procedures.

  • Good communication skills both oral and written
  • Ability to work under pressure and deliver to tight deadlines

Physical Environment and Demands:

  • The position holder will work in a typical office environment with some of his/her colleagues in same office environment and others on the field.

Level of Contact with Children:

  • Low contact- the job responsibilities of this position does not require the post holder to have any one-to-one contact with children on a daily basis. There would be occasional contact with children and it is expected that children shall be protected at all times.
