About the Organisation
The Norwegian Refugee Council (NRC) has been operating in Cameroon since 2017, with active programs in the Far North, Northwest, Southwest, East, and Adamawa regions. Its portfolio includes four Core Competencies:
- Information, Counselling and Legal Assistance (ICLA)
- Water, Sanitation and Hygiene (WASH)
- Shelter
- Education
NRC supports integrated multi-sector emergency and recovery interventions and plays a leading coordination role at both national and regional levels. In 2024, NRC managed a $10 million portfolio supported by major international donors and hosted the CHINGO Coordination Platform.

Role Summary
The Head of Programme (HoP) leads NRC's strategic programme planning and implementation in Cameroon, ensuring high-quality, compliant, and impactful humanitarian and recovery interventions. As part of the Senior Management Team, the HoP shapes program design, guides technical implementation, and supports institutional fundraising efforts.
Key Responsibilities
- Lead the Programme Team and manage project implementation
- Ensure compliance with NRC policies and donor regulations
- Develop country strategies, core competency plans, and funding roadmaps
- Oversee grants management, budgeting, and reporting
- Drive quality assurance, MEAL (Monitoring, Evaluation, Accountability, Learning), and evidence-based improvement
- Represent NRC in national coordination forums and advocacy platforms
- Promote accountability and rights-based approaches for displaced populations

Candidate Profile
Professional Competencies
- 5+ years' experience in senior humanitarian/recovery management
- Background in complex and volatile contexts
- Demonstrated expertise in programme design, PCM, and donor engagement
- Strategic partnership development and MEAL system design
- Bilingual: Fluent in English and French
- Knowledge of Central African humanitarian context

Contract and Benefits
